OH-58D Developmental Test Lead

Scope:  Serves as the lead for developmental testing (component and system level) for all Fielded Fleet Upgrade (FFU) initiatives of integrating upgraded IMCPUs, ARC-231 radios and dual channel FADEC into the  CDS4 OH-58D.  Responsible for the organization of all test assets / facilities (i.e. ammunition, range time/fees, aircraft and maintenance thereof).  Travel required up to 25%.

Responsibilities:

  • Provides expert acquisition and technical knowledge for the (upgraded) avionics developmental test program for the OH-58D Kiowa Warrior aircraft. 
  • Manage the FFU test budget.
  • Create, track, and update the integrated master test schedule.
  • Coordinates and communicates with Department of Defense (DoD) leadership to include:  Army Materiel Command (AMC), the Redstone Test Center (RTC), and other DoD test agencies.
  • Coordinate and communicate with commercial industry partners as required.
  • Advise the chief engineer and Project Managers (PMs) of program risk while making recommendations for avoidance/mitigation
  • Suggest appropriate courses of action should technical problems arise or user requirements change. 

Education and Experience Requirements:

  • Requires experience in aviation systems.
  • Requires technical working knowledge of the DoD acquisition process, acquisition life cycle management, airworthiness processes, software requirement specifications, and obsolescence management.
  • Requires experience in test and evaluation policies, procedures, budgeting and scheduling.
  • Technical degree desired.
  • Requires at least a Secret or Interim Secret security clearance.

Scope: Serves as the focal point for all programmatic and technical issues associated with integrating a dual-channel FADEC into the legacy OH-58D. Travel required up to 25%.

Scope of Performance: The Aviation SME/IT Contractor Team Lead’s primary responsibility is to oversee the streamlined operation of the Digitally Integrated Maintenance Environment (DIME) IT department and to ensure it aligns with the business objectives of the customer. This individual’s principal goals are to develop and manage each department within the DIME and to attain all IT service level agreements for the user community within the customer organization. The Aviation SME/IT Contractor Team Lead will plan, coordinate, direct, and design all operational activities of the IT department, as well as provide direction and support for IT solutions that enhance mission-critical operations. The Aviation SME/IT Contractor Team Lead will work closely with customer decision makers in other departments to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the customer organization.

Key Responsibilities:

  • Formulate and deploy long-term strategic plans for acquiring and enabling efficient and cost-effective information processing and communication technologies.
  • Manage IT department operational and strategic planning, including business requirements and project planning. 
  • Plan and direct deployment of acquired system within regulatory constraints. 
  • Where necessary, re-engineer applications support to ensure it aligns with business processes, tactical planning, and strategic vision. 
  • Define and communicate project milestones, service level agreements, and resource allocation to executive team, department leads, support staff, and end users. 
  • Review performance of IT systems to determine operating costs, productivity levels, and upgrade requirements. Benchmark, analyze, report on, and make recommendations for the improvement of the IT infrastructure and IT systems. 
  • Provide recommendations for bid requirements for all hardware and software upgrades, reviews submitted bids for compliance with stated requirements, and make the appropriate award. 
  • Authorize and oversee the deployment, monitoring, maintenance, development, and support of all hardware and software based on department needs. 
  • Develop business case justifications and cost/benefit analyses for IT spending and initiatives.
  • Direct research on potential technology solutions and implementations in support of new initiatives, opportunities, and procurement efforts required by the customer.
  • Develop and implement all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision.
  • Advise the customer in negotiation and administration of vendor, outsourcer, and consultant contracts and service agreements, if required.
  • Manage IT staffing, including recruitment, supervision, scheduling, development and evaluation.
  • Establish and maintain regular written and in-person communications with the organization’s executives, department heads, and end users regarding pertinent IT activities.

Education and Experience:    

  • 7 years’ experience managing and/or directing an IT operation.
  • Proven experience in IT infrastructure strategic planning and development, project management, and policy development.
  • Good understanding and technical knowledge of current network and PC operating systems, hardware, protocols, and standards.
  • Experience with systems design and development from business requirements analysis through to day-to-day management.
  • Knowledge of business theory, business processes, management, budgeting, and business office operations.
  • Specific understanding of the organization’s goals and objectives.
  • Demonstrated ability to apply information technology in solving business problems.
  • In-depth knowledge of applicable laws and Department of Defense (DoD) regulations as they relate to IT.
  • Understanding of the DoD acquisition process.
  • Strong understanding of human resource management principles, practices, and procedures.
  • Strong leadership skills.
  • Excellent written, oral, and interpersonal communication skills.
  • Ability to conduct and direct research into IT issues and products.
  • Ability to present ideas in business-friendly and user-friendly language.
  • Highly self-motivated, self-directed, and attentive to detail.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment.
  • Extensive experience working in a team-oriented, collaborative environment.
  • Military aviation and SOA background helpful.
  • Shall possess at least a Secret or Interim Secret security clearance.
