Aviation Maintenance Information Technology Director

Scope of Performance: The Aviation Maintenance IT Director's primary responsibility is to lead the Digital Integrated Maintenance Environment (DIME) department and to ensure DIME actions align with the automated maintenance initiatives of the Aviation Maintenance Support Office (AMSO). This position serves as the senior advisor to the AMSO Director on all matters pertaining to digital maintenance products and processes. The Aviation Maintenance IT Director will plan, coordinate, direct, and design all operational activities of the DIME, as well as provide direction and support for IT solutions that enhance mission-critical aviation maintenance operations. The Aviation Maintenance IT Director will identify, recommend, develop, implement, and support cost-effective technology solutions that provide digital maintenance information to key Government decision makers.

Key Responsibilities:

  • Apply aviation maintenance experience to develop and execute strategic digital maintenance initiatives in support of 160th SOAR(A) current and future automated aviation maintenance products and processes.
  • Direct the day-to-day activities of IT and aviation maintenance professionals.
  • Manage DIME department operational and strategic planning, including business requirements and project planning in support of aviation maintenance activities.
  • Define and communicate project milestones, service level agreements, and resource allocation to executive team, department leads, support staff, and end users.
  • Review performance of IT systems to determine operating costs, productivity levels, and upgrade requirements. Benchmark, analyze, report on, and make recommendations for the improvement of the IT infrastructure and IT systems in support of aviation maintenance activities.
  • Oversee the deployment, monitoring, maintenance, development, and support of all hardware and software supporting 160th SOAR(A) maintenance activities.
  • Develop business case justifications and cost/benefit analyses for IT spending and initiatives.
  • Direct research on potential technology solutions and implementations in support of new initiatives, opportunities, and procurement efforts required by the customer.
  • Oversee provision of end-user services, including help desk and technical support services.
  • Develop and implement all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision.
  • Advise the customer in negotiation and administration of vendor, outsourcer, and consultant contracts and service agreements, if required.
  • Manage IT staffing, including recruitment, supervision, scheduling, development and evaluation.
  • Provide analysis, problem identification and recommended solutions for the 160th SOAR(A) automated maintenance  processes.

Education and Experience:

  • Army Aviation maintenance experience required.  
  • Knowledge of the Army’s maintenance management systems is required.
  • Bachelor’s Degree in a technical field or 10 years equivalent work experience.
  • 7 years experience managing and/or directing an IT or aviation maintenance organization.
  • Good understanding of IT infrastructure strategic planning and development, project management, and policy development.
  • Good understanding and technical knowledge of current network and PC operating systems, hardware, protocols, and standards.
  • Experience with systems design and development from business requirements analysis through to day-to- day management.
  • Experience in applying information technology solutions to aviation maintenance reporting processes and issues.
  • Understanding of the DoD acquisition process.
  • Strong leadership skills.
  • Excellent written, oral, and interpersonal communication skills.

Collateral Equipment Program Management Officer

Scope: Serves as a Collateral Equipment Program Management Officer, providing support of Military Construction (MILCON) projects for Marine Corps Activity Guam (MCAG).

Responsibilities

  • Support, assist, and provide coordination of MILCON Program for Marine Corps Activity Guam (MCAG).
  • Develop, review, and recommend Collateral Equipment Requirements.
  • Coordinate to ensure USMC interests are represented and fulfilled of the following: project prioritization, funding programming, Department of Defense DD1391 development, collateral equipment development and programming with HQMC Facilities (LF), NAVFAC, III MEF units, consultants and others.

Education and Experience

Budget Analyst IV

Scope:  Provide senior technical level resource management support to TAPO Business Management Division in support of TAPO and MELB acquisition, integration and sustainment programs.   • Provide support as it relates to preparation and review of program documentations, including resource management manuals, SOPs and reports. 

Education and Experience: 

  • Minimum of 10 years experience working in accordance with Defense Finance and Accounting (DFAS) policies and procedures is required. 
  • Minimum of 10 years experience working with Standard Operations and Maintenance Army Research and Development System (SOMARDS) or similar systems such as DCAS, STANFINS or GFEBS is required. 
  • Minimum of 7 years financial management experience that required tracking and management of large number of unliquidated obligations (ULO), negative unliquidated obligations and outstanding commitments in multiple federal appropriations is required.
  • Requires at least a Secret or Interim Secret security clearance.

Software Project Manager

Scope:  Provide subject matter support services for SOA-peculiar avionics software being procured/upgraded and fielded by TAPO, as well as US Army common mission equipment provided by the Army and being integrated and fielded by TAPO. Successful performance requires knowledge and/or demonstrated ability to learn aircraft software qualification requirements, software interfaces and supporting software architectures.  Successful performance also requires the ability to effectively interface with aircraft systems integrators, airworthiness authorities and software development engineers. Avionics cockpit software includes the integration of  one or more of the following: avionics (including aviation networking) hardware and software, ASE (active radio frequency and infrared countermeasures, passive infrared signature reduction equipment, etc.), sensor equipment (electro-optical, infrared, radar, laser, etc), and weapons equipment (machine guns, rockets, missiles, and targeting/sighting systems).  Be knowledgeable of the all the software components required for various DO-178 or associated level qualification requirements.

Responsibilities:

  • Provide technical, analytical, and program management support for MH-47 Chinook, MH-60 Blackhawk, and MH-6 Little Bird helicopter mission equipment (avionics software programs and avionics) programs.
  • Establishes and independently tracks metrics as they relate to cost, schedule and performance with each mission equipment integration effort.
  • Interprets, refines, and integrates user requirements as they relate to the development process.
  • Assists in all technical reviews associated with avionics software integration efforts.
  • Estimates and evaluates cost and schedule and monitors vendor compliance with stated requirements.
  • Identifies potential risks and suggests appropriate courses of action should technical issues arise or user requirements change.
  • Works as part of a Government team to inform and educate Airworthiness authorities on all aspects of avionics software design, development and fielding.

Education and Experience Requirements:

  • Minimum of 5 years experience working in military aviation is required; a Bachelor’s degree in a relevant technical field may be substituted for 3 years experience.
  • Acquisition experience (supporting definition, development, qualification, and fielding of software) with aircraft mission equipment is desired.
  • Minimum of 5 years of experience working in Special Operations Aviation is highly desired.
  • Minimum of 2 years of experience working in an aviation program management office is highly desired.
  • Bachelor’s degree in a relevant technical field is required.

Cybersecurity/Information Assurance (IA) Specialist

Scope of Performance:  As a part of the Digitally Integrated Maintenance Environment (DIME) Information Technology (IT) department, the Cybersecurity/IA Specialist is responsible for ensuring that all software developed by DIME IT personnel meets Department of Defense (DoD) IA standards.  Additionally, this professional will provide management and control of the Aviation Maintenance Software Library.  This will include maintaining and/or facilitating an updated Certificate of Networthiness (CoN) on all Aviation Maintenance software.  This position will also provide operational coordination for the other DIME cells by de-conflicting and working with external vendors or customers.

Key Responsibilities:

  • Maintain a thorough understanding of the DoD Risk Management Framework (RMF).
  • Responsible for ensuring testing all code being submitted for an initial/update CoN, and identifying security weaknesses to software developers for revision prior to CoN submission.
  • Provide technical guidance, advice, and assistance to organization personnel regarding software application security.
  • Responsible for reviewing and testing all DIME code being submitted for an initial / update CoN and for identifying security weaknesses to software developers for revision prior to CoN submission.
  • Maintain a working knowledge of all Aviation Maintenance supported systems/software and their impact on IA issues.
  • Provide end-user support and troubleshoot as necessary.
  • Analyze general IA-related technical problems and provide basic engineering and technical support in solving these problems.
  • Provide recommendations regarding system risks, assessments, and security controls.
  • Responsible for DIME organization daily Operations Management.
  • Manage and coordinate 3rd party communication to verify meetings, software IA requirements, and software configuration management.

  • Establish and maintain relationships with customers to ensure business needs are met.
  • Perform routine clerical, administrative, and logistics tasks as required in support of the AMSO.

Education and Experience Required:

  • Bachelor’s Degree in Computer Science, Information Systems, related technical discipline.
  • 3 years experience with IA programs to include DoD “RMF for DoD IT,” Security Technical Implementation Guides (STIG) reporting, CoN submissions, and Information Assurance and Vulnerability Assessment (IAVA) tracking.
  • Acquainted with DoD and DA regulations governing all approved procedures for procurement and the latest standards for IT to include hardware and software.
  • Detailed knowledge of software development practices to include the implementation of proper security measures within the software and the software interaction with network components.
  • Possesses at least a Secret or Interim Secret security clearance.

Aviation Life Support Equipment (ALSE) Technician

Electro-Optical/Infrared (EO/IR) and Light Detection And Ranging (LIDAR) Sensor SME

Scope:  This position will work closely with technical writers and customers to develop and maintain standard operating procedures (SOPs).  Technical assignments for this position are diverse and require the ability to work with little supervision. Duties include technical documentation review, clerical editing, and copy preparation.  Position requires technical writing skills and demonstrated ability in the operation of publishing/editorial software to compose text and tables, copy editing, and art work.   

Responsibilities: (Not all encompassing)

  • Analyzes and reviews style and format of technical documents for compliance with Department of Defense standards, specifications, and instructions.
  • Verifies format, style, content arrangement, and other publication requirements for any technical document that does not conform to existing specifications.
  • Ensures conformance to established specifications (style, format, and publication content requirements).
  • Ensures correct use of grammar, spelling and punctuation.

Education and Experience Requirements:
