Security Assistant

Scope:  Provide technical and administrative support for the Security Management team.  Must be able to apply knowledge of a variety of security practices and procedures, to include; Industrial, Computer, Personnel, Information, and Physical security disciplines and problem solve in a very dynamic environment.  Must be highly capable of interfacing effectively with a diverse community to include; organizational leadership, program managers, systems engineers, and other government, military, and contractor organizations.

Responsibilities:

The Security Specialist provides life-cycle maintenance and protection for various programs at the Aviation Integration Directorate. The Security Specialist works under the direction of the Program Security Officer (PSO) in direct support of Program Managers to apply security requirements in such a manner that the programs can be executed in a cost-effective, schedule compliant manner, with minimum risk to information, personnel, and mission continuity.

The Security Specialist must possess and have successfully demonstrated technical security competence, excellent oral and written communication skills, problem solving skills, analytical skills, and the interpersonal skills necessary to determine and implement the proper and effective security policy and procedures for the protection of classified information.

The duties of a Security Specialist include, but are not limited to:

  • Using knowledge of the various security disciplines such as Physical Security, Personnel Security, Information System Security and Industrial Security to determine, apply, and monitor appropriate security requirements for assigned programs.
  • Research and recommend to the government PSO long and short range security strategies for new or established programs.
  • Apply a working knowledge of: Executive Order 13526, NISPOM, NISPOM Overprint, ICD series, DCID series, Joint Air Force, Army, Navy Manuals, and DoD Manual 5205.07, Vol 1-4.
  • Support the creation, processing, coordination, staffing, and approval of various security documents and entering such information into applicable databases, including program access requests.
  • Plan, coordinate, and manage security support for unclassified/classified testing activities.
  • Assist in the development, review, coordination, and execution of a wide range of Program Security documentation to include:
    1. Security Classification Guides
    2. Program Security Guides
    3. Security Test Plans and Concept of Operations Plans
    4. System Security Plans
    5. Fixed Facility Checklists
    6. Co-Utilization Agreements
    7. Technology Transfer Agreements and Program Transition Plans
    8. Standard Operating Procedures
    9. Memorandum of Agreement and Memorandum of Understanding
    10. Transportation Plans
  • Ensures and proper document control/handling, and transmission of classified material and derivatively applies proper classification, to include packaging material for mailing and courier of material to designated post offices in a personal vehicle.
  • Utilize a variety of secure electronic equipment and computer systems. Uses unique shared file structures within computer systems to populate and track security compliance items. Complete Information Awareness training within 30 days of assignment in order to utilize government information systems.
  • Assist the Information Technology specialist by issuing/controlling media as a designated Media Custodian (alternate).  Provides assistance with conference room VTC audio and video telecommunications equipment connectivity.
  • Aids in maintaining and preparing organization for internal and external security inspections, to include Inspector General (IG) and Management Control requirements.  Understand requirements for, and maintain, SF 700s, 701s, and 702’s for assigned spaces.  Be able to change security container/door combinations (X-09,10/CDX-09,10) with training, when required.
  • Utilize the Joint Personnel Adjudication System to send/receive visit certifications (when required) and to retrieve/verify clearance information.  Ensures proper handling of personal identifiable information (PII).  Complete PII training within 30 days of assignment.
  • Perform initial OPSEC analysis and provide other OPSEC support recommendations to the PSO, to include identification of critical program information (CPI), collecting and analyzing threat data, developing, and coordinating program OPSEC plans.
  • Monitor the contract closeout process as it pertains to the security requirements in the DD254 and participate in program closeout reviews at performer locations.
  • Ensure proper escort of visitors to include, but not limited to, maintenance personnel, janitorial service personnel, contractors, military, and government personnel.

Authorized late arrival or early departure from primary work location when facility is officially closed by direction of Director, Special Programs (Aviation) or Joint Base Langley-Eustis installation officials and is included in the contract price/rate.

Work hours outside of normal schedule which shall be authorized by Deputy Director, Systems Integration or designated employee (i.e. Security Manager, and approved by the Government Contracting Officer) on an as-needed basis as specified in the contract.

Mileage associated for use of personal vehicle (POV) to conduct courier of material is reimbursable as specified in the contract.

Ability to lift up to 50 lbs. and work at a computer workstation for extended periods.

Travel may be required (estimate 5-20%) via military or commercial air, and/or rental vehicle.

Education and Experience:

  • Minimum four years’ experience working in an office environment utilizing basic Microsoft computer applications and familiarity with various internet protocols.
  • Minimum four years’ experience performing the security responsibilities listed in paragraph 2 above in a secure/classified environment.
  • Possess strong working knowledge and application of security requirements in accordance with Department of Defense (DoD) security manuals, to include the National Industrial Security Operating Manual (NISPOM), Director of Central Intelligence Directives (DCIDs), Joint, Air Force, Army, Navy (JAFAN), Manuals, DoD Manual 5205.07, Vols 1-4, and others, as applicable.  
  • Bachelor’s degree or higher and/or comparable work experience highly desirable.
  • Requires a TOP SECRET security clearance.

 

 

Test and Evaluation Engineer

Scope:  Provide test and evaluation support for the entire SIMO technical division to include the MH-47, MH-60, MH-6, Unmanned Aerial Systems, Avionics, Aircraft Survivability Equipment, Sensors, and Weapons programs.  Successful performance requires knowledge of the aircraft-level qualification requirements and the ability to interface effectively with aircraft subsystems and systems developers and airworthiness qualification engineers.

Responsibilities:

  • Develop test plans
  • Coordinate and execute ground and flight testing or test-related activities to include:  supporting testing activities at airfield or off-site, test program management, project test support, and program management for test activities
  • Coordinate test efforts with acquisition agencies including Program Management Offices, support contractors, and the ARSOA community
  • Collect, reduce, and analyze data from ground and flight tests
  • Write test reports and brief test results
  • Apply and administrate the requirements of AR 70-62 as they apply to ARSOA aircraft
  • Maintain compliance with Army Regulation 95-20
  • Participate as a member of Technical Interface Meetings (TIM), Program Management Reviews (PMRs), Test Readiness Reviews (TRRs), Test Integration Working Groups (TIWG), and System Safety Working Groups (SSWG)

Education and Experience Requirements: 

  • Minimum of 5 years experience working in military aviation is required
  • Minimum of 3 years experience with planning and conducting flight tests
  • Bachelor’s degree in an Engineering field is required. (Aerospace, Electrical, or Mechanical)
  • Must be capable of participating in aerial flight in a Flight Test Engineering capacity
  • Secret or Interim Secret security clearance is required

Ordnance Worker

  • Maintain the computer database of all filed documentation that ensures fast retrieval of documents.
  • Assist the Security Team in drafting correspondence for review, staffing, and approval.
  • Process, sort, file, track, and enter personal information into various computer databases.  Ensure proper handling of personal identifiable information (PII).  Complete PII training within 30 days of assignment.
  • Responsible for answering telephones in the security office and taking phone messages for the security team members, when needed.
  • Respond to facility doorbell and escort visitors.  This includes, but is not limited to, maintenance personnel, janitorial service personnel, contractors, military, and Government personnel.
  • Able to lift 30 pounds and work at a computer workstation for extended periods.
  • Provide accurate and efficient data entry into various computer systems and applications to support accurate record keeping for a wide variety of customer requirements related to program and security management.

Education and Experience

  • Associates degree or higher and/or comparable work experience (Desired).
  • Requires a TOP SECRET security clearance.  A SECRET security clearance is acceptable initially, provided the investigation is within five years of the start date.  A TOP SECRET, background investigation shall be initiated upon hire.
