Budget Analyst IV

Budget Analyst IV

Cruz Associates Inc. of Yorktown, VA has an open position and is looking for qualified candidates for a Budget Analyst. The job location is Fort Eustis, VA in support of the Technology Applications Program Office (TAPO). Scope: Provide resource management support to TAPO Business Management Division in support of TAPO and MELB acquisition, integration and sustainment programs. Provide resource management expertise required for planning, analyzing and executing Research Development Test Evaluation (RDTE), Procurement, TAPO Office Operation and Maintenance Defense (OMD), and TAPO Reimbursable Customer programs.

Responsibilities:

  • Establish and maintain procedures that will enable the program to liquidate all outstanding obligations as well as all unliquidated obligations.
  • Input and retrieval of information from the SOMARDS accounting system. Reconcile and update program within the SOMARDS accounting system to official accounting records.
  • Process funding documentation.
  • Assist in preparing spend plans, execution reviews, briefings and end of month reports.
  • Establish and maintain procedures to monitor government IMPAC card program (if required by individual delivery order).
  • Prepare financial documents (commitments and obligations) for certification by authorized Government personnel.
  • Track Funds Authorizations Documents (FAD) for all appropriations to ensure timely responses.
  • Develop and maintain procedures that will enable the program to record, track, analyze and report on the status of commitments, obligations, expenses and disbursements for multi-year Investment and Operation Maintenance appropriations.
  • Prepare budget justifications, assist in the development of stand-alone budget briefings, develop and update briefings to be used during execution reviews.
  • Provide support as it relates to preparation and review of program documentations, including resource management manuals, SOPs and reports.

Education and Experience:

  • Minimum of 5 years' experience working in accordance with Defense Finance and Accounting (DFAS) policies and procedures is required.
  • Minimum of 4 years' experience working with Standard Operations and Maintenance Army Research and Development System (SOMARDS) or similar systems such as DCAS, STANFINS or GFEBS is required.
  • Minimum of 3 years financial management experience that required tracking and management of large number of unliquidated obligations (ULO), negative unliquidated obligations and outstanding commitments in multiple federal appropriations is required.
  • Minimum of 2 years financial management experience that required management and execution of complex programs with large numbers of outstanding commitments and obligations in OSD Major Force Program (MFP)-11 Special Forces appropriations, specifically RDTE, Procurement, Operations and Maintenance and DERF is highly desired.
  • Bachelor's degree in an accounting or business field is desired.
  • Secret or Interim Secret security clearance is required.

Engineering Technician I/Ordnance Worker

Machinist

The job location is at the Naval Surface Warfare in Indian Head, Maryland. Scope of Performance: This position is that of a technician engaged in the dissection and machining of ordnance, explosive and pyrotechnic materials, components, assemblies and support items.

Key Responsibilities:

  • Use computer numerical control (CNC) programming methods to develop the machine programs necessary to perform proper machining techniques.
  • Ensure machining procedures are correct and meet the requirements of the project to complete machining of explosive item per drawing, blue prints, or sketches.
  • Assist in design of experimental components and configuration, during the design phase.
  • Gathers required equipment, tooling, and materials and perform necessary explosive and non-explosive machining assembly tasks.
  • Consults and/or works with other assigned personnel that may have required technical knowledge to complete objectives for complex experiments.
  • Review test results to draw conclusions and make recommendations to improve machining experiments or correct problems.
  • Apply safety regulations and standard safety practices in the use of protective equipment for handling energetic materials.
  • Practice proper environmental controls to include handling, marking and disposal of explosive and other controlled hazardous waste.
  • Review, Standard Operating Procedures and other procedural documents that meet high technical and safety standards for both novel and routine operations.
  • Perform all applicable preventative maintenance of all processes, equipment, instrumentation, and ancillary equipment used during normal operations.

Required Education and Experience:

  • Ability to use considerable judgment in making sound safety and technical decisions in problem solving.
  • Knowledge in CNC programming.
  • Professional knowledge of basic fundamentals specified or implied in the description of tasks.
  • Ability to adjust to rapidly changing conditions; takes new developments in stride and copes with the unexpected.
  • Knowledge of organizational procedures, scheduling, planning, and coordinating of specific programs.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to adhere to the Activity's explosive and OSH safety programs in order to reduce risk to the incumbent and other workers in hazard situations such as high temperatures, loud noises, chemicals, explosives, high voltage electricity, and machine tools and equipment.
  • Ability to exercise original thinking in order to design/modify cutting fixtures and related hardware.
  • Ability to read and verify schematics and engineering drawings in order to design machining processes.
  • Ability to use computer systems in support of machining operations in addition to troubleshooting and fault recovery of tool making equipment.
  • Ability to obtain a SECRET security clearance.

Physical Demands and Work Environment:

  • The work requires regular and recurring tasks involving long periods of standing, walking, and sitting; climbing in, on, and around machinery, weapons, buildings, equipment and vehicles. The incumbent may be required to regularly inspect equipment requiring crawling and squeezing into tight places, as well as manual dexterity for handling instrumentation and wiring. Heavy items up to forty pounds may have to be carried short distances. Bending and reaching are required in some work.
  • The work environment ranges from office conditions to indoor, outdoor, and possibly field explosive operating areas. The incumbent is exposed to moderate discomfort such as heat, cold, humidity, and relatively high noise levels. She/he is further exposed to propellant, raw ingredients, processed samples, high pressure gases, high voltage, and machining tools and associated equipment.
  • Work is performed primarily both indoors and outdoors during all seasons of the year in various types of weather. Work involves regular and recurring exposure to potentially dangerous or hazardous situations. Special safety clothing shall be required.

Pay and Benefits:

  • Starting hourly rate is $25.00/hour.
  • Full-time, 40 hours per week, overtime likely. Possible nighttime and weekend hours.

Education and Experience – Required:
  • High School Diploma or equivalent
