Budget Analyst IV

Scope:  Provide senior technical level budget/resource management support to TAPO Business Management Division in support of TAPO/MELB PMO's acquisition, integration and sustainment programs.  Apply resource management best principles and processes in support of major aircraft systems and subsystems throughout the Integrated Defense Acquisition, Technology, and Logistics Life Cycle Management System.

Responsibilities:

  • Provide resource management expertise required for planning, analyzing and executing Research Development Test Evaluation (RDTE), Procurement, TAPO Office Operation and Maintenance Defense (OMD), and TAPO Reimbursable Customer programs.
  • Establish and maintain procedures that will enable the program to liquidate all outstanding obligations as well as all un-liquidated obligations.
  • Input and retrieve information from the Standard Operation and Maintenance Army Research and Development System (SOMARDS).
  • Process funding documentation.
  • Prepare spend plans, execution reviews, briefings and end of month reports.
  • Maintain Funding Authorization Document (FAD) tracking for all appropriations received by TAPO Business Management Division.
  • Establish and maintain procedures to monitor government International Merchant Purchase Authorization Card (IMPAC) card program (if required by individual delivery order).
  • Develop and maintain procedures that will enable the program to record, track, analyze and report on the status of commitments, obligations, expenses and disbursements for multi-year Investment and Operation Maintenance appropriations.
  • Prepare budget justifications, develop budget guidance, assist in the development of standalone budget briefings, and develop and update briefings to be used during execution reviews.
  • Participate in Integrated Process Team (IPT), Monthly Execution Reviews (MERs), Program Management Reviews (PMRs), and other meetings as directed by the Chief, TAPO Business Management Division.
  • Recommend appropriate courses of action to solve complex funding problems based on lessons-learned on current and past efforts.
  • Provide and communicate resource management solutions to the TAPO/MELB PMO staff.
  • Provide resource management expertise to Technology Applications Contracting Office (TAKO) contract funding issues.
  • Assist with the development of the TAPO portion of the Program Objective Memorandum (POM).
  • Conduct reprogramming actions for adjustment of funds to cover mission requirements, unanticipated expenses and unexpected emergencies to accomplish mission objectives when necessary.

Education and Experience Requirements:

  • Bachelor's degree in accounting or business field desired
  • Minimum of 10 years working with DFAS policies is required
  • Minimum of 10 years working with SOMARDS or similar systems is required
  • Minimum of 7 years working ULOs and commitments in multiple appropriations is required
  • Minimum of 5 years managing and executing MFP 11 appropriations (RDT&E, Proc, OMD, DERF) in support of complex programs is highly desired
  • Candidates must, at a minimum, possess a SECRET or Interim Secret security clearance.

Machinist

Scope of Performance: This position is that of a technician engaged in the dissection and machining of ordnance, explosive and pyrotechnic materials, components, assemblies and support items.

Key Responsibilities:

  • Use computer numerical control (CNC) programming methods to develop the machine programs necessary to perform proper machining techniques.
  • Ensure machining procedures are correct and meet the requirements of the project to complete machining of explosive item per drawing, blue prints, or sketches.
  • Assist in design of experimental components and configuration, during the design phase.
  • Gathers required equipment, tooling, and materials and perform necessary explosive and non-explosive machining assembly tasks.
  • Consults and/or works with other assigned personnel that may have required technical knowledge to complete objectives for complex experiments.
  • Review test results to draw conclusions and make recommendations to improve machining experiments or correct problems.
  • Apply safety regulations and standard safety practices in the use of protective equipment for handling energetic materials.
  • Practice proper environmental controls to include handling, marking and disposal of explosive and other controlled hazardous waste.
  • Review, Standard Operating Procedures and other procedural documents that meet high technical and safety standards for both novel and routine operations.
  • Perform all applicable preventative maintenance of all processes, equipment, instrumentation, and ancillary equipment used during normal operations.

Required Education and Experience:

  • Ability to use considerable judgment in making sound safety and technical decisions in problem solving.
  • Knowledge in CNC programming.
  • Professional knowledge of basic fundamentals specified or implied in the description of tasks.
  • Ability to adjust to rapidly changing conditions; takes new developments in stride and copes with the unexpected.
  • Knowledge of organizational procedures, scheduling, planning, and coordinating of specific programs.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to adhere to the Activity's explosive and OSH safety programs in order to reduce risk to the incumbent and other workers in hazard situations such as high temperatures, loud noises, chemicals, explosives, high voltage electricity, and machine tools and equipment.
  • Ability to exercise original thinking in order to design/modify cutting fixtures and related hardware.
  • Ability to read and verify schematics and engineering drawings in order to design machining processes.
  • Ability to use computer systems in support of machining operations in addition to troubleshooting and fault recovery of tool making equipment.
  • Ability to obtain a SECRET security clearance.

Physical Demands and Work Environment:

  • The work requires regular and recurring tasks involving long periods of standing, walking, and sitting; climbing in, on, and around machinery, weapons, buildings, equipment and vehicles. The incumbent may be required to regularly inspect equipment requiring crawling and squeezing into tight places, as well as manual dexterity for handling instrumentation and wiring. Heavy items up to forty pounds may have to be carried short distances. Bending and reaching are required in some work.
  • The work environment ranges from office conditions to indoor, outdoor, and possibly field explosive operating areas. The incumbent is exposed to moderate discomfort such as heat, cold, humidity, and relatively high noise levels. She/he is further exposed to propellant, raw ingredients, processed samples, high pressure gases, high voltage, and machining tools and associated equipment.
  • Work is performed primarily both indoors and outdoors during all seasons of the year in various types of weather. Work involves regular and recurring exposure to potentially dangerous or hazardous situations. Special safety clothing shall be required.

Pay and Benefits:

  • Starting hourly rate is $25.00/hour.
  • Full-time, 40 hours per week, overtime likely. Possible nighttime and weekend hours.
  • Personal transportation required.

Electrical Designer II

Scope of Performance: Provide electrical design and drafting support leading to multiple aviation systems Technical Data Packages (TDP) suitable for prototype and full production of special mission hardware. Electrical Design work may be conducted independently or as a member of a larger design team of designers and engineers. Design and drawing packages must be in accordance with identified airworthiness requirements for particular aircraft platforms.

Key Responsibilities:

  • Design and integration of aircraft systems and sub-systems.
  • Development of drawing packages in sufficient detail to production tech data packages.
  • Assisting in the preparation of purchase requests for materials necessary to realize designs.
  • Tracking purchase requests.
  • Coordination with the fabricators as required in the production of designs.

Education and Experience-Required:

  • Associates degree in area of expertise (may substitute over 10 years relevant experience)
  • 4-7 years’ experience with computer aided design (CAD) software and with aviation systems and platforms
  • Proficient in the use of Windchill intralink to archive work
  • Secret security clearance

Engineering Technician I/Ordnance Worker

Information Assurance / Information Management Technician

Scope of Performance:  Installs new software releases and system upgrades. Evaluates and installs patches, resolves software-related problems, and performs system backups and recovery. Maintains data files and monitors system configurations to ensure data integrity. Assists with the daily activities of configuration and the operation of business systems which may be mainframe, mini-, or client/server-based. Will create security documentation for the required phases of software development process and have a working knowledge or at a minimum have a basis to learn the processes to complete and submit all necessary documentation for Certificate of Networthiness, DIACAP, RMF, Notifications of Change, security audits and compliance, IT review board change requests and other required Department of Defense IT system documentation.

Key Responsibilities:

  • Meets certification requirements outlined in DoD Directive 8570.01-M for Information Assurance Technician Level 2 or at a minimum be able to meet those requirements within 6 months of the date of hire
  • Determines DISA's enterprise information assurance and security standards and applicability to SOMPE software products and mission planning environments.
  • Develops and implements information assurance/security standards and procedures.
  • Coordinates, develops, and evaluates organization security program.
  • Recommends information assurance/security solutions to support customers' information systems.
  • Identifies, reports, and resolves security violations.
  • Establishes and satisfies information assurance and security requirements based upon DISA and USSOCOM standards.
  • Informs government and commercial software developers on DISA's Security Technical Implementation Guides.
  • Performs analysis, and informal security evaluation on software during all phases of development. Analyzes results and using information assurance knowledge recommends fixes.

Required Skills:

  • Candidates must, at a minimum, possess a SECRET security clearance.
  • Three (3) years’ experience using Windows-based operating systems.
  • Proficient in Microsoft Windows 7 and Server 2008R2.
  • Working knowledge of Microsoft’s PowerShell, Windows Server 2012 and 2012R2, Windows 8 and Windows 8.1 and DoD 8500.2 Information Assurance

Education and Experience:

  • Must possess a B.A. /B.S. degree in Computer Science, Information Systems, Engineering, or related technical discipline or equivalent technical training and experience, with 3 or more years of related experience.
  • Experience in the development of mission planning software or other software and the application of the DIACAP process is desired.
  • Minimum of 10 years of experience working in Special Operations Aviation and Special Operations Forces is highly desirable.
  • Minimum of 2 years of experience working in a program management office is highly desirable.

Required Skills:

  • Candidates must, at a minimum, possess a SECRET security clearance.
  • Three (3) years’ experience using Windows-based operating systems.
  • Program office support personnel must be qualified journeyman or senior level candidates having a minimum of three (3) years or five (5) years’ experience, respectively, in Special Operations Forces mission planning and/or their specialized field.
  • Demonstrates written and oral communication skills.

Education and Experience:

  • B.A. / B.S. degree or equivalent is desired or a level of experiecne that provies the required expertise and knowledge of appicalble regulations, directives and Standard Operating Procedures (SOPs).
  • Project Management Professional (PMP) certification is highly desirable.
  • Minimum of 10 years of experience working in SOA and SOF is highly desirable.
  • Minimum of 2 years of experience working in a program management office is highly desirable.
