Aviation SME/IT Contractor Team Lead

Scope of Performance: The Aviation SME/IT Contractor Team Lead's primary responsibility is to oversee the streamlined operation of the Digitally Integrated Maintenance Environment (DIME) IT department and to ensure it aligns with the business objectives of the customer. This individual's principal goals are to develop and manage each department within the DIME and to attain all IT service level agreements for the user community within the customer organization. The Aviation SME/IT Contractor Team Lead will plan, coordinate, direct, and design all operational activities of the IT department, as well as provide direction and support for IT solutions that enhance mission-critical operations. The Aviation SME/IT Contractor Team Lead will work closely with customer decision makers in other departments to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the customer organization.

Key Responsibilities:

  • Formulate and deploy long-term strategic plans for acquiring and enabling efficient and cost-effective information processing and communication technologies.
  • Manage IT department operational and strategic planning, including business requirements and project planning.
  • Plan and direct deployment of acquired system within regulatory constraints.Where necessary, re-engineer applications support to ensure it aligns with business processes, tactical planning, and strategic vision.
  • Define and communicate project milestones, service level agreements, and resource allocation to executive team, department leads, support staff, and end users.
  • Review performance of IT systems to determine operating costs, productivity levels, and upgrade requirements. Benchmark, analyze, report on, and make recommendations for the improvement of the IT infrastructure and IT systems.
  • Provide recommendations for bid requirements for all hardware and software upgrades, reviews submitted bids for compliance with stated requirements, and make the appropriate award.
  • Authorize and oversee the deployment, monitoring, maintenance, development, and support of all hardware and software based on department needs.
  • Develop business case justifications and cost/benefit analyses for IT spending and initiatives.
  • Direct research on potential technology solutions and implementations in support of new initiatives, opportunities, and procurement efforts required by the customer.
  • Oversee provision of end-user services, including help desk and technical support services.
  • Develop and implement all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision.
  • Advise the customer in negotiation and administration of vendor, outsourcer, and consultant contracts and service agreements, if required.
  • Manage IT staffing, including recruitment, supervision, scheduling, development and evaluation.
  • Establish and maintain regular written and in-person communications with the organization's executives, department heads, and end users regarding pertinent IT activities.

Education and Experience:

  • M.S. degree in the field of computer science or information systems or MBA with technology as a core component or 10 years equivalent work experience.
  • 7 years experience managing and/or directing an IT operation.
  • Proven experience in IT infrastructure strategic planning and development, project management, and policy development.
  • Good understanding and technical knowledge of current network and PC operating systems, hardware, protocols, and standards.
  • Experience with systems design and development from business requirements analysis through to day-to- day management.
  • Knowledge of business theory, business processes, management, budgeting, and business office operations.
  • Specific understanding of the organization's goals and objectives.
  • Demonstrated ability to apply information technology in solving business problems.
  • In-depth knowledge of applicable laws and Department of Defense (DoD) regulations as they relate to IT.
  • Understanding of the DoD acquisition process.
  • Strong understanding of human resource management principles, practices, and procedures.
  • Strong leadership skills.
  • Excellent written, oral, and interpersonal communication skills.
  • Ability to conduct and direct research into IT issues and products.
  • Ability to present ideas in business-friendly and user-friendly language.
  • Highly self-motivated, self-directed, and attentive to detail.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment.
  • Extensive experience working in a team-oriented, collaborative environment.
  • Military aviation and SOA background helpful.

Avionics Software Integrator

Cruz Associates Inc. of Yorktown, VA (www.cruzinc.us) has a position open and is looking for qualified candidates for an Avionics Software Integrator. Scope:  Provide subject matter support services for SOA-peculiar avionics software being procured/upgraded and fielded by TAPO, as well as US Army common mission equipment provided by the Army and being integrated and fielded by TAPO. Successful performance requires knowledge and/or demonstrated ability to learn aircraft software qualification requirements, software interfaces and supporting software architectures.  Successful performance also requires the ability to effectively interface with aircraft systems integrators, airworthiness authorities and software development engineers. Avionics cockpit software includes the integration of  one or more of the following: avionics (including aviation networking) hardware and software, ASE (active radio frequency and infrared countermeasures, passive infrared signature reduction equipment, etc.), sensor equipment (electro-optical, infrared, radar, laser, etc), and weapons equipment (machine guns, rockets, missiles, and targeting/sighting systems).  Be knowledgeable of the all the software components required for various DO-178 or associated level qualification requirements.

Responsibilities:

  • Provide technical, analytical, and program management support for MH-47 Chinook, MH-60 Blackhawk, and MH-6 Little Bird helicopter mission equipment (avionics software programs and avionics) programs.
  • Establishes and independently tracks metrics as they relate to cost, schedule and performance with each mission equipment integration effort.
  • Interprets, refines, and integrates user requirements as they relate to the development process.
  • Assists in all technical reviews associated with avionics software integration efforts.
  • Estimates and evaluates cost and schedule and monitors vendor compliance with stated requirements.
  • Identifies potential risks and suggests appropriate courses of action should technical issues arise or user requirements change.
  • Works as part of a Government team to inform and educate Airworthiness authorities on all aspects of avionics software design, development and fielding.

Education and Experience Requirements:

  • Minimum of 5 years experience working in military aviation is required; a Bachelor’s degree in a relevant technical field may be substituted for 3 years experience.
  • Acquisition experience (supporting definition, development, qualification, and fielding of software) with aircraft mission equipment is desired.
  • Minimum of 5 years of experience working in Special Operations Aviation is highly desired.
  • Minimum of 2 years of experience working in an aviation program management office is highly desired.
  • Bachelor’s degree in a relevant technical field is required.
  • Experience with aircraft physical interfaces (Ethernet, MIL-STD-1553, ARINC-429, ARINC-661, RS-422) is highly desired.
  • Experience with aircraft software development is highly desired.
  • Requires at least a Secret or Interim Secret security clearance.

Scope: Serves as a Collateral Equipment Program Management Officer, providing support of Military Construction (MILCON) projects for Marine Corps Activity Guam (MCAG).

Responsibilities

  • Support, assist, and provide coordination of MILCON Program for Marine Corps Activity Guam (MCAG).
  • Develop, review, and recommend Collateral Equipment Requirements.
  • Coordinate to ensure USMC interests are represented and fulfilled of the following: project prioritization, funding programming, Department of Defense DD1391 development, collateral equipment development and programming with HQMC Facilities (LF), NAVFAC, III MEF units, consultants and others.
  • Coordinate with Transportation Management Office (TMO)/Distribution Management Office (DMO), if necessary, in the movement of units/personnel in support of the DPRI Program.

Education and Experience

  • Knowledge of and experience with DOD logistics processes, procedures, and policies as it relates to furniture, fixtures, and equipment (FF&E) in support of Military Construction (MILCON) projects is required.
  • Familiarity with Collateral Equipment requirements, procurement, and procedures required.
  • Familiarity with USMC logistics procedures regarding collateral equipment and FF&E preferred.
  • Bachelor’s degree preferred (relevant experience in lieu of degree acceptable).
  • Possess and maintain a Department of Defense Security Clearance (Secret Level).
  • Ability to communicate orally and in writing with diverse teams of geographically dispersed 
professionals required.
  • Proficiency with database management and information management tools required.

Industrial Maintenance Technician

Support Team Logistic Analyst

Cruz Associates Inc. of Yorktown, VA has an open position and is looking for qualified candidates for a Support Team Logistic Analyst. Scope of Performance: Serves as the Logistics Systems Analyst for the Systems Team in the management and control of automated logistical systems primarily related to aircraft support systems and supply support. Provides advice, technical knowledge, guidance and assistance to all hardware customers (internal and external) personnel at other installation staff agencies, functional specialists, and managers in performing their duties more effectively as pertains to a variety of automated logistical systems, e.g., ULLS-A, DSS, IETM, ETM, etc. Assist with the database performance by planning, developing, managing and securing databases. This includes the participation in the architecture and design strategy for individual projects and subject areas, as well as troubleshooting and support of underperforming aspects of the production database environments. In support of this position, must apply a comprehensive knowledge of supply programs, operations and managerial responsibilities and their interrelationship with other standard Army automated systems.

Key Responsibilities:

  • Responsible for preparing logistical statistical data for analysis.
  • Responsible for logistics budget analysis maintaining cost analysis reports.
  • Administrate the STAMIS supply software.
  • Administrate other logistical systems, BTAV, TAPO.
  • Ensuring that STAMIS Supply software updates are implemented on servers and deployed systems.
  • Provide administrator-level support training.
  • Recording and reviewing system problem reports.
  • Assist supported units with continuity of operations planning in absence of STAMIS automated system.
  • Provide data correction and validation.
  • Monitor system logs, data flows and external connections.
  • Add all new data flow processes, roles, and workflow for STAMIS Supply software.
  • Test and troubleshoot system errors.
  • Maintain the STAMIS Supply deployed server base load.
  • Provide technical input for updates within the STAMIS Supply software.
  • Daily Operations Support for Databases and Database Servers.
  • Manage Microsoft SQL Server database systems while insuring high levels of data integrity and availability.
  • Perform basic data queries to provide data reports used for trending and analysis.
  • Updates static data in databases. (i.e. LCF, templates)
  • Provides copy of databases to customers.
  • Works closely with Software Developers, Database Administrators and System Administrators.
  • Develops and manages database utilization policies, procedures, security, backup, and recovery.
  • Maintains design structure by directing implementation of SQL standards and guidelines.
  • Provides information by collecting, analyzing, and summarizing database performance and trends.
  • Implement disaster mitigation/recovery strategy.

Education and Experience-Required:

  • Minimum of 5 years experience working in military aviation is required, with 4 years directly relating to logistics.
  • Requires at least a Secret or Interim Secret security clearance.
  • A fundamental understanding of relational database management systems.
  • Working knowledge of SQL Server 2008, SQL Programming, Stored Procedures and Database Security.
  • Understanding of Data Maintenance, Database Performance Tuning, and Process Improvement.

Education and Experience-Desired:

  • Minimum of 5 years of experience working in SOA is highly desirable.
  • Microsoft Certified Technology Specialist (MCTS) for SQL.
